Mumbai(dna): Chief minister Devendra Fadnavis cracked the whip on bureaucrats asking them to implement cabinet decisions promptly and telling them that cabinet decisions should not be questioned. It framed certain guidelines for effective implementation of decisions.
The circular was issued on August 25. As per the circular, the secretaries of the Maharashtra government had came with the report that there is unrequited delay while implementing cabinet decisions. “We framed the guidelines therefore there should not be any ambiguity and confusion while implementing government decisions. When any particular state department submits a proposal, then it should also submit a detailed draft of that particular proposal. Once the proposal has been approved by the cabinet, then the proposal should not be sent to the finance and planning department for feedback,” said a senior government official requesting anonymity.
Sources in the government told dna that the finance and planning department have been happy with the ministers, and the way the proposal has been approved. “There are several lacunas in the procedure. And, we need to know whether there is no fund or not in the government corpus? Recently, the finance department raised many questions over the education minister Vinod Tawde’s Rs 160 crore proposal of purchasing fire extinguishers.
Therefore, government took this framing the guidelines decisions. Actually, in the service rule book are ruled and decisions are well defined,” said another government official on the condition of anonymity.
The circular further reads that if the cabinet has made some observation on the cabinet submitted proposal, then such draft proposal can be sent to the finance and planning departments. ‘But the finance and planning departments should give their remark within seven days. If there are many major issue in the cabinet approved decisions, then the respective secretaries should brought these things in notice of State chief secretary immediately.
Senior BJP minister said that the secretaries do not obey and implement the orders of the ministers. “They have got the habit of writing negative remarks on each important proposals. They are poking in the wheel of our development agenda. If the secretaries keep raising doubts and writing negative remarks, then how we will able to meet the people demands and resolve their issues. We have been taking the series of good decisions but these decisions benefits are not reaching to people. The reason prolong delays in implementations. Some time, the secretaries misguide us. We need to have control over the secretaries therefore we were forced to issue the written guidelines,” said minister requested anonymity.
Nawab Malik, NCP spokesperson said that this circular shows that there is big tussle between the ministers and the secretaries. “It is the job of the secretary to stop the wrong and blatantly violated decisions taken by the respective ministers. The government runs on the prescribed rule books, not on the whims and fancy of the ministers and cabinet. The BJP led government is going to complete one year still they are grappling in the dark. It also shows that the ministers are not capable to run and handle the government,” Malik alleged.
