Jat agitation: Delhi Police to impose Section 144 in bordering districts

NEW DELHI:Haryana is bracing itself to witness the second round of agitation for reservation across the state by the Jat community on Sunday.

Additional Chief Secretary Home Ram Niwas on Sunday said that security has been beefed up as 55 paramilitary forces have been deployed in all districts of the state.

“The government has made adequate preparations for the protest. We have 55 paramilitary forces which include CRPF, RAF, ITBP, BSF and we have deployed them in all districts. We have also persuaded people to protest peacefully. And places where protest is being taken place without permission the administration has taken a note of that and they are being prosecuted as per the law,” Niwas said.

The administration has also issued an order banning mobile internet service to avoid the possibility of the services being used to spread wrong information and rumours. The ban which was brought into effect on Saturday will be imposed till further orders. All telecom service providers have been directed to strictly abide by these orders.

However, the umbrella body of Jat khaps (clans), the Sarva Jatiya Sarv Khap Mahapanchayat, has said it will not support the protests this time. The All India Jat Aarakshan Sangharsh Samiti (AIJASS) has given a call for the protest.

Asserting that the government had given special training to security personnel to fight adverse situation, Niwas said, “We are fully prepared so that incidents like before do not take place, we have performed mock drills, we have trained our police officers for such situations.” DCP, SP are visiting several villages and requesting people for maintaining law and order, he added. Niwas further added that the Gram Panchayats and the Khap Panchayats of Haryana have lent their support and have given assurance that they will maintain law and order in the state.

Meanwhile, Duty Magistrate has been appointed before time, who is in sync with the police.

Haryana saw the worst violence in five decades in February this year during the Jat agitation for reservation. As many as 30 persons were killed, 320 others injured and property worth hundreds of crores of rupees was destroyed during the agitation. The state remained paralysed for nearly 10 days.

Jat leader Yashpal Malik-led group Akhil Bharatiya Jat Arakshan Sangharsh Samiti has decided to expand their agitation to 13 districts of Haryana, 29 in Uttar Pradesh and some parts of Delhi. Speaking to dna, the agitators said that this agitation will not stop until their demands are met.

Jats owing allegiance to All India Jat Aarakshan Sangharsh Samiti (AIJASS), which gave the call for the protest, have pitched a tent along the Rohtak-Panipat highway just outside Jassia. AIJASS is holding dharnas in 15 of the state’s 21 districts.

Police and paramilitary forces have been deployed to guard the Western Yamuna Canal in Sonipat district. Protesters had disrupted water supply to Delhi by damaging a channel of Munak Canal during the stir earlier in February.

The Rohtak SP told ANI that a lot of peacebuilding measures have been devised to avoid what happened earlier in February this year. He added that he was continuously monitoring the situation and permanent response teams have been set up. Flag marches have also been conducted.

Meanwhile, Mohd Akil, ADGP (law & order) said that the situation in Haryana is under control and normal till now and no violence had been reported from anywhere yet.

“Agitators are protesting in some districts, but those dharna-sites are away from roads & railway tracks,” he said. A state-level control room has been set up in the civil secretariat, Chandigarh and would gather information and intelligence from all over the state, he added.

Section 144 against unlawful gatherings has also been imposed in Jhajjar, Sonipat, Rohtak, Panipat, Hisar, Fatehabad, Jind and Kaithal which also covers national highways.

“We have given reservation to Jats and are backing them in the court. When the stir took place last time, many from the Jat community said that it was not them but some anti-social elements that created a ruckus. But they cannot pass the buck this time. They will be held responsible if anything goes wrong,” former Officer on Special Duty (OSD) to Haryana state chief Jawahar Yadav said.

Ram Niwas, Addl Chief Secy(Home) said they are persuading people to hold their protest in a peaceful manner at all spots specified by the administration. “We, have informed the leaders and politicians that if any mishap takes place they will be held responsible. We have issued notices and made them aware about the orders of the Supreme Court,” he added.

He added that action has been initiated by the administration in cases where protests were being held without permission. “Concerned Gram panchayats & khap panchayats have assured us that they will cooperate with the government in maintaining law & order,” he said.
